The Pathways to Community Living Initiative (PCLI) was established to support the transition of long-stay mental health patients (12 months or more) into appropriate community-based living and services.
PCLI Stage 2 is being delivered under the NSW Government’s $700 million Statewide Mental Health Infrastructure Program (SWMHIP).
As part of this program there will be 24/7 accommodation support services operating in a joint service delivery model with Local Health Districts.

- Enhanced capacity and improved efficiency and effectiveness in the delivery of mental health services
- The delivery of infrastructure that is co-designed by consumers, their family, carers and staff
- Appropriate care and the meeting of future demand while addressing service gaps
- Tailored residential living environments that promote therapeutic care.
SCOPE
- 230 new state-wide community-based beds created in 29 locations, operated by non-government organisations in partnership with nine Local Health Districts and one specialty health network
Specialist Living Support (SLS) types:

SLS 1 Cluster - Clusters of 10 x 1-bedroom unit type self-contained apartments; communal activity spaces and staff offices.

SLS 2 Duplex - Purpose designed small duplexes of 5 bedrooms (3 + 2). These may be paired to provide 10 bedrooms in total. Flexible quiet and active spaces and staff office.

SLS 3 Centre - Purpose designed 10 bed facility with 10 single person bedroom suites. Shared communal space will support the daily rehabilitation programs, and with staff offices.
This program is being delivered by Health Infrastructure’s SWMHIP in partnership the NSW Ministry of Health, Mental Health Branch, Local Health Districts, Non-Government Organisations and Community Housing Providers.
