  • Rebecca Wark

    Rebecca Wark

    Chief Executive

    Rebecca brings a wealth of experience and knowledge to the role of Chief Executive and a genuine commitment to improving access to public health care across NSW.

    Having joined Health Infrastructure in 2008, Rebecca has progressed through various senior roles to take up the reins of Chief Executive. Previously Executive Director of Rural and Regional projects, she spent many years working in country areas to deliver critical health infrastructure, overseeing the NSW Government’s record investment in regional health.
     
    Rebecca has led major infrastructure projects across the public and private sectors, working on health, justice, residential and environmental projects. Her first public sector role was planning and delivering venues for the Sydney Olympics.

    Rebecca has also completed studies in landscape architecture and project management, and mentors women and young people working in business and construction.

  • Bruno Zinghini

    Bruno Zinghini

    Executive Director, Western Region

    With a career spanning over 30 years in the public sector, Bruno has a long history of delivering infrastructure projects that benefit the community. Bruno was key a contributor in the establishment of Health Infrastructure, 15 years ago, as a specialist agency to oversee the planning, design, procurement and construction of health capital works in NSW

    In his role as Executive Director, Bruno oversees Health Infrastructure’s Western Region, which includes some of Australia’s largest and most complex health capital work projects, including Nepean Hospital, Campbelltown Hospital, new Shellharbour Hospital, Shoalhaven Hospital, the Liverpool Health and Academic Precinct and the new Bankstown Hospital.

    Bruno works closely with stakeholders including Local Health Districts, NSW Health partners and stakeholders across government, including as Health’s delegate for the NSW Construction Leadership Group, where his knowledge and experience drives reform across government in the development, procurement and delivery of infrastructure and building projects.

    Among other academic achievements, Bruno is a graduate of the Sydney University John Grill - Executive Leadership in Major Projects and the Australian Institute of Company Directors.

  • Amanda Bock

    Amanda Bock

    Executive Director, Rural and Regional

    Amanda brings extensive construction leadership experience and business acumen from a career spanning more than 20 years in the construction industry working in both public and private sectors.

    For almost ten years Amanda has led diverse and complex infrastructure projects at HI through all stages from planning through to design, construct and commissioning. The highlights include the Professor Marie Bashir Centre, which opened in 2014 as a place of healing and recovery to help people with mental health issues and the Cobar Health Service, a small but very important rural hospital that provides a range of much needed services for locals.

    Since September 2018 Amanda has been working as Director Southern for HI Rural and Regional portfolio. Prior to joining HI, Amanda led multidisciplinary teams and projects including at Campus Living Villages, Central and Moore Park Trust and APP Corporations. Amanda brings an understanding of both public and private perspectives to HI, giving insight into both commercial and government outcomes.

  • Hayley Bell

    Hayley Bell

    A/Executive Director, Northern Region

    Hayley Bell is passionate about the role public healthcare plays in shaping our communities. 

    Over the past 15 years Hayley has worked in roles across the planning and delivery of large and small health projects, which have allowed her to work with the specific needs of diverse communities to deliver projects and programs that contribute directly to the health and wellbeing of the people of NSW. 

    As the Acting Executive Director of Health Infrastructure’s Northern Region, Hayley leads a team of highly skilled professionals to deliver a multi-billion dollar portfolio stretching from Sydney North Shore and parts of Greater Sydney north to the the Central Coast. Current projects include Royal Prince Alfred Hospital, Ryde Hospital, Childrens Hospital Westmead, Sydney Childrens Hospital and the new Rouse Hill Hospital.  

    Hayley’s previous experience in business management and accounting brings a unique perspective to collaborating with our industry and NSW Health partners. Her reputation for negotiating equitable outcomes and solving problems makes her a respected and sought-after leader. 

  • Leisa Rathborne

    Leisa Rathborne

    A/Executive Director, Assurance and Advisory

    Leisa Rathborne is a dynamic Executive leader with extensive experience leading high-performing teams across NSW Health services and infrastructure development.

    Prior to Health Infrastructure, Leisa held a number of positions in NSW Health including several General Manager positions across Sydney including St George, Royal Hospital for Women, Campbelltown and Camden Hospitals. She was also the Director of Corporate and Finance at Bankstown Hospital and the Physiotherapy Service Manager at Fairfield Hospital.

  • Emma Skulander

    Emma Skulander

    Chief Operating Officer

    Emma has a strong skillset in strategic planning, stakeholder alignment and leading change, as well as being a natural communicator and effective problem solver. She previously held a variety of executive roles in consultancy, and led teams in the planning of major health and education capital projects.

    Emma joined the Leadership Team in 2019 and is leading strategic change planning and implementation. This work will see progressive change in the way Health Infrastructure plans and delivers projects to align with contemporary health care trends, leverage enhanced digital technologies, as well as prioritise the long-term sustainability of health facilities. She also oversees the Communications & Engagement and People & Performance functions of the organisation.

    In addition, Emma has been leading Health Infrastructure’s contribution to the NSW Health COVID-19 Response, collaborating across other parts of the health system and preparing detailed infrastructure strategies to support an increase in hospital capacity in NSW public and private facilities, should this be required.

    Emma commenced her career in medical research and has completed several ongoing professional development studies, most recently the University of Sydney’s Executive Leadership in Major Projects program.

  • Troy Harvey

    Troy Harvey

    Executive Director, Development & Commercial

    Troy brings extensive executive leadership experience in the development of projects across NSW government and private sectors, and a strong track record in leading complex procurement deals and leveraging commercial partnerships for great project outcomes.
     
    Between 2010 and 2019, Troy led a number of Health Infrastructure capital projects, Public-Private-Partnerships and portfolios. In 2019 he joined the Western Parkland City Authority as Executive Director leading the Planning and Development functions for the Aerotropolis, including the proposed new Bradfield City Centre.
     
    Troy’s extensive experience in public and private sector investment models as well as a substantial background in infrastructure planning and development, makes Troy a valued member of our Executive Leadership Team to deliver NSW Health’s vision for partnerships and greater health outcomes, as the NSW Government looks more broadly to drive economic growth through its COVID-19 Recovery Plan.
